New Tools for Health is a regional innovation cluster in eastern Sweden. Its aim is to stimulate and support mobile ICT innovation in pursuit of two major visions: promoting the independence of people with chronic diseases and helping the elderly feel secure and socially included. The main actors with permanent representation on the cluster's board are Linköping University, the County Council (the main care provider), and the main municipalities involved (Norrköping and Linköping, which are social care providers as well as regional growth promoters), along with elected representatives from the cluster's 50 member-companies and end-user organisations. The cluster is base-funded by VINNOVA, the Swedish Governmental Agency for Innovation Systems. One of its main assets is a test bed and living lab in residential areas in the city of Norrköping, which is home to some 10,000 potential end-users in total and 1,000 people over the age of 80. This environment is excellent for both user-driven development and different stages of pre-commercial end-user verification.

Focus Topic

In the 2013 GNSS Living Lab Prize competition, we would like to see innovative products and/or services that combine mobile solutions and geographic positioning to increase the security and safety of elderly people and/or their inclusion in society. Specific attention should be paid to preventing loneliness. Depression due to loneliness and social isolation affects one in five older persons living in ordinary European communities, and two in five living in care homes. This has a major negative impact on quality of life and the costs of care. There are also a number of security and safety issues related to people living alone, that may be addressed.


For the winner, we will arrange a feasibility check that will include a test environment (offering full coverage of mobile 3G and 4G networks), test subjects, and project management and evaluation services. Specific competencies in ethical aspects and health technology assessment will be added if needed. If desired, we may also include commercial coaching, IPR expertise, and cooperative activities with companies in the region for further development and exploitation.
